All day, the city’s famous theaters had been sold out, the bars packed, and the parks filled with spectators hoping to get a glimpse of the main event.<br />

Suddenly, the city's bells rang out the hour, causing the raucous noise of downtown to fade to hurried whispers. Down on the river, a squad of jet skis and small boats came rushing down towards the coast, changing various formations in close maneuvers that left the audience breathless. Dozens of performers on rollerskates rolled into the center of the stadium, forming dizzying patterns and performing intricate dances to the tune of Auria’s national ballet, “The River Finch.” As the skaters dispersed, volunteers quickly moved a platform into place, setting the stage for a heartwrenching and emotional performance by Aurian pop vocalist AmaLija that commemorated those lost during the Aurian Civil War.<br />

Additional events have also been added to many returning event categories across the summer and winter games, with the notable return of field events to athletics for the first time since Shuell 2019.<br />

This is a tremendous leap for the games, however, in order to manage the immense computational load this event will require to run successfully, prompt and accurate submission forms are extremely important.  The deadline for submissions will be <span style="font-weight: bold;" class="mycode_b">July 27</span> but we recommend starting your form <span style="font-style: italic;" class="mycode_i"><span style="font-weight: bold;" class="mycode_b">as soon as possible</span></span>, especially if you have puppet nations who you want to submit for.  Submitting a full slate of athletes, as for nations in real life, will be a bit of an ordeal, and we expect that only the most dedicated and well resourced nations will be able to do so.  It is totally ok for nations to only enter in a subset of events and leave the remaining entries blank.  This is somewhat expected and may even be encouraged for RP fidelity, especially with smaller nations.<br />

Additional events have also been added to many returning event categories across the summer and winter games, with the notable return of field events to athletics for the first time since Shuell 2019.<br />

This is a tremendous leap for the games, however, in order to manage the immense computational load this event will require to run successfully, prompt and accurate submission forms are extremely important.  The deadline for submissions will be <span style="font-weight: bold;" class="mycode_b">July 27</span> but we recommend starting your form <span style="font-style: italic;" class="mycode_i"><span style="font-weight: bold;" class="mycode_b">as soon as possible</span></span>, especially if you have puppet nations who you want to submit for.  Submitting a full slate of athletes, as for nations in real life, will be a bit of an ordeal, and we expect that only the most dedicated and well resourced nations will be able to do so.  It is totally ok for nations to only enter in a subset of events and leave the remaining entries blank.  This is somewhat expected and may even be encouraged for RP fidelity, especially with smaller nations.<br />

      3. Add ratings for each entry where you are submitting a roster.<ul class="mycode_list"><li>Overall ratings are shared across the summer and winter games, combined they must sum to zero or less.<br />

<li>In order to minimize spread-related shenanigans (i.e. putting 50 for half of entries and -50 for the remainder), the standard deviation of your entries must be less than 33.  The standard deviation is conveniently calculated for you in cell B279. <br />

It was a carnival atmosphere, with enterprising vendors erecting stalls filled to the brim with flags, noisemakers, and apparel. In the old city, throngs of people packed the streets and grand plazas, gazing up at the immense video screens set up so that even those who had been unable to fit into Hanshui Metropolitan Stadium could watch the events inside. Trains and shuttle buses, from the airport, far-flung parts of Laeral, and Hanshui’s suburbs themselves continually disgorged more people into the growing crowds as the sky began to darken. <br />

In one of the press boxes perched in the high reaches of Hanshui Metropolitan Stadium, Richard Han, veteran news anchor for TV1 Français, looked intently towards his teleprompter as he prepared for the broadcast. In the past several years, he’d read news of wars, elections, deaths, a peace treaty, and much more quotidian events to the Laeralian public—but this was his first time broadcasting an Olympic Games. “Ten seconds!” someone called from behind the camera, and the assistant straightening Richard’s hair stepped away hurriedly. Richard, with his co-anchor Clarisse beside him, looked towards the camera with the sincere, aged gaze which gave him a gravitas few other broadcasters could match. <br />
<br />
“Good Monday evening,” Richard said. “The time is 8:00 post meridian, and I am reporting to you from Hanshui Metropolitan Stadium, where a spectacle unmatched in Laeral’s sporting history is about to begin. The opening ceremony for the 2023 Olympic Games in Hanshui is now beginning to unfold…” <br />

From behind him, as the lights of the stadium dimmed, a roar from the crowd below broke like a wave against the press box, only barely muffled by the thick glass. <br />

When the soaring notes of the anthem faded away and the crowd returned to their seats, a light shone upon a single man, dressed in the garb of a boatman from many centuries ago, standing upright and paddling a simple wooden boat down a faux river projected onto the floor of the stadium. <br />
<br />
“For hundreds of generations,” a narrator intoned, “people have lived and raised families in the fertile Riverlands of the Zhongshui river valley.” On the floor of the stadium, moving pictures began to appear: first in the style of ancient cave paintings, then in the style of drawings. Hunters with spears approaching their prey. Peasants carrying bundles of firewood. The prophet Gao Minjian preaching to a crowd. Scribes soaking bamboo strips to print paper. An imperial messenger on horseback. The boatman paddled steadily forward amidst these events, coming to a stop before an immense platform in the middle of the stadium, a reproduction of Hanshui’s most famous vanished attraction: the old Imperial Palace. <br />
<br />
“In the 13th century, Jiang Hui united a nation, bringing peace to the land of Laeral and creating one of the great empires of the pre-modern era. His reign was a just one, and his empire was a time of prosperity and security. From his capital in Hanshui, Emperor Jiang Hui oversaw exhibitions of talent and skill from the finest artists and entertainers of his realm.” Stepping forth from his throne within the palace came another actor: the Emperor Jiang Hui, clothed in silk robes, spreading his arms wide in magnanimity. Below, dozens of acrobats in period costume rushed out onto the stage below, beginning a synchronized dance of twirls and flips set to traditional music. After they filed off, martial artists took the stage, also dressed in traditional wear, one by one dazzling the crowd with flips, kicks, feats of balance, and choreographed sparring with staffs, all in the crowd-pleasing Highlands style of wushu. <br />
<br />
As the final pair of martial artists finished their sparring and froze in place, the lights shining on the palace dimmed and the boatman again resumed his journey through time, paddling through a tunnel underneath the palace and emerging on the other side. <br />
<br />
“In the centuries to come,” the narrator intoned, “Laeral would experience years of peace and prosperity, where arts, culture, and the sciences flourished.” Other pictures played across the floor, in the style of an artist’s drawings: traders leading donkeys with saddlebags packed full of goods to market. Builders clambering across scaffolding while building a great Minjian temple. A three-masted sailing ship. “Yet Laeral also experienced years of great hardship. Stagnation, strife, and most terrible of all, invasion.” On the stadium’s floor, the man paddled past scenes of warfare, of a village in flames, and finally of families fleeing an advancing army. <br />

“In the face of suffering, however, the spirit of Laeral remained, clinging to life in spite of all obstacles. Over an 80-year span, Laeral saw two revolutions: one, to throw out foreign rulers from the land, and a second, to bring true justice for all Laeralites, with values of freedom, dignity, equality, and advancement that resonate still today.” The images of René Gramont waving to a cheering crowd, of doctors tending to the poor, and of an architect gesturing to a dam passed across the stadium floor. “It was with the strength of these values that Laeral fought to save the world from tyranny—” the famous picture of Laeralian soldiers of the Great War advancing across a field of wheat— “and to bring forth a better life for all those who have made Laeral their home.” Across the floor, a panoramic video, now in brilliant full color, played, showing an aerial view of the Laeralian landscape, broad plains split by the winding Zhongshui river. The boatman reached the far end of the stadium, stepping out from his traditional, humble clothing into a modern suit, albeit with a rounded Zhou collar and cut in a Laeralian style. “And now,” the announcer said, “Laeral welcomes you to the 2023 Olympic Games.”<br />

From hidden ports across the floor of the stadium, fireworks streaked upwards, illuminating the sky in a shower of golden light as the music swelled, successive fireworks shaping a dragon, a plum blossom, and then the Olympic rings, which hung in the air a moment before falling, as a massive cheer erose from the crowds in the stadium and outside. <br />

From the press box perched atop the stadium, anchor Richard Han resumed facing the camera as the fireworks faded away. “And now,” Han said, “the musical portion of the show begins, with a special performance from singer Denise Cheng.” For the viewers at home, Han and his co-anchor narrated the procession of musical guests, from decades-old nostalgia stars like Cheng to even the pop starlet Jane Tao and the boy band Bitter Angels, who had only recently made their name on the reality-singing circuit. After a brief break in the festive guests for a brief presidential speech, mercifully short for the benefit of the now-antsy sports fans in the audience, the camera once again returned to the stadium floor as the tennis star Jeannine Rigaud, who decades ago had become a national symbol of resilience for her return to the court after an attempted murder at the hands of the triad, carried the Olympic torch to a large ceremonial cauldron and set it alight, another round of fireworks heralding the opening of the Games. <br />

When the soaring notes of the anthem faded away and the crowd returned to their seats, a light shone upon a single man, dressed in the garb of a boatman from many centuries ago, standing upright and paddling a simple wooden boat down a faux river projected onto the floor of the stadium. <br />
<br />
“For hundreds of generations,” a narrator intoned, “people have lived and raised families in the fertile Riverlands of the Zhongshui river valley.” On the floor of the stadium, moving pictures began to appear: first in the style of ancient cave paintings, then in the style of drawings. Hunters with spears approaching their prey. Peasants carrying bundles of firewood. The prophet Gao Minjian preaching to a crowd. Scribes soaking bamboo strips to print paper. An imperial messenger on horseback. The boatman paddled steadily forward amidst these events, coming to a stop before an immense platform in the middle of the stadium, a reproduction of Hanshui’s most famous vanished attraction: the old Imperial Palace. <br />
<br />
“In the 13th century, Jiang Hui united a nation, bringing peace to the land of Laeral and creating one of the great empires of the pre-modern era. His reign was a just one, and his empire was a time of prosperity and security. From his capital in Hanshui, Emperor Jiang Hui oversaw exhibitions of talent and skill from the finest artists and entertainers of his realm.” Stepping forth from his throne within the palace came another actor: the Emperor Jiang Hui, clothed in silk robes, spreading his arms wide in magnanimity. Below, dozens of acrobats in period costume rushed out onto the stage below, beginning a synchronized dance of twirls and flips set to traditional music. After they filed off, martial artists took the stage, also dressed in traditional wear, one by one dazzling the crowd with flips, kicks, feats of balance, and choreographed sparring with staffs, all in the crowd-pleasing Highlands style of wushu. <br />
<br />
As the final pair of martial artists finished their sparring and froze in place, the lights shining on the palace dimmed and the boatman again resumed his journey through time, paddling through a tunnel underneath the palace and emerging on the other side. <br />
<br />
“In the centuries to come,” the narrator intoned, “Laeral would experience years of peace and prosperity, where arts, culture, and the sciences flourished.” Other pictures played across the floor, in the style of an artist’s drawings: traders leading donkeys with saddlebags packed full of goods to market. Builders clambering across scaffolding while building a great Minjian temple. A three-masted sailing ship. “Yet Laeral also experienced years of great hardship. Stagnation, strife, and most terrible of all, invasion.” On the stadium’s floor, the man paddled past scenes of warfare, of a village in flames, and finally of families fleeing an advancing army. <br />

“In the face of suffering, however, the spirit of Laeral remained, clinging to life in spite of all obstacles. Over an 80-year span, Laeral saw two revolutions: one, to throw out foreign rulers from the land, and a second, to bring true justice for all Laeralites, with values of freedom, dignity, equality, and advancement that resonate still today.” The images of René Gramont waving to a cheering crowd, of doctors tending to the poor, and of an architect gesturing to a dam passed across the stadium floor. “It was with the strength of these values that Laeral fought to save the world from tyranny—” the famous picture of Laeralian soldiers of the Great War advancing across a field of wheat— “and to bring forth a better life for all those who have made Laeral their home.” Across the floor, a panoramic video, now in brilliant full color, played, showing an aerial view of the Laeralian landscape, broad plains split by the winding Zhongshui river. The boatman reached the far end of the stadium, stepping out from his traditional, humble clothing into a modern suit, albeit with a rounded Zhou collar and cut in a Laeralian style. “And now,” the announcer said, “Laeral welcomes you to the 2023 Olympic Games.”<br />

From hidden ports across the floor of the stadium, fireworks streaked upwards, illuminating the sky in a shower of golden light as the music swelled, successive fireworks shaping a dragon, a plum blossom, and then the Olympic rings, which hung in the air a moment before falling, as a massive cheer erose from the crowds in the stadium and outside. <br />

From the press box perched atop the stadium, anchor Richard Han resumed facing the camera as the fireworks faded away. “And now,” Han said, “the musical portion of the show begins, with a special performance from singer Denise Cheng.” For the viewers at home, Han and his co-anchor narrated the procession of musical guests, from decades-old nostalgia stars like Cheng to even the pop starlet Jane Tao and the boy band Bitter Angels, who had only recently made their name on the reality-singing circuit. After a brief break in the festive guests for a brief presidential speech, mercifully short for the benefit of the now-antsy sports fans in the audience, the camera once again returned to the stadium floor as the tennis star Jeannine Rigaud, who decades ago had become a national symbol of resilience for her return to the court after an attempted murder at the hands of the triad, carried the Olympic torch to a large ceremonial cauldron and set it alight, another round of fireworks heralding the opening of the Games. <br />

“And there we have it,” Han announced. “The 2023 Hanshui Olympic Games are now open after a majestic Opening Ceremony. And now, the Parade of Nations.” <br />

As the Olympic band struck up an upbeat rap-style song, the over 200 athletes of the Laeralian Olympic team, clad in navy-blue, retro-style jumpsuits and white sneakers, emerged onto the track leading around the perimeter of the arena, waving wildly to the watching crowds as they walked behind the Laeralian flag carried by the gold-medal-winning figure skaters Kerry Chan and Héloïse Charvier. The route was flanked by young men and women, wearing traditional-style Laeralian clothing draped in lights and waving ribbons and Olympic banners from side to side. The majority of events will be held at sporting facilities in Hanshui and its environs, but certain winter events will be held in the neighboring city of Lushui, to the north, accessible by rail or highway. Sailing events will be held in the resort town of Cordeliers, in Corday province, to allow for the event to take place in the Albarine Sea. <br />

Soon, it will have been one year since the 2021 New Riga Olympiad began, and as the IDU Olympiad is a biannual event, it is time to begin discussing what we would want from a 2023 Olympiad. With permission from IDUOC President Laeral, I would like to open discussion for the third edition of the IDU Olympiad. <br />

There are two main things that would need to be discussed before another addition of the Olympiad can be effectively planned. First, a host nation/host city would have to be selected, and second, any changes to the Olympic Program would have to be discussed(However, sport selection is largely at the discretion of the host, so this would likely have to be discussed after host selection). <br />

Soon, it will have been one year since the 2021 New Riga Olympiad began, and as the IDU Olympiad is a biannual event, it is time to begin discussing what we would want from a 2023 Olympiad. With permission from IDUOC President Laeral, I would like to open discussion for the third edition of the IDU Olympiad. <br />
<br />
There are two main things that would need to be discussed before another addition of the Olympiad can be effectively planned. First, a host nation/host city would have to be selected, and second, any changes to the Olympic Program would have to be discussed(However, sport selection is largely at the discretion of the host, so this would likely have to be discussed after host selection). <br />

The unlit torch in her right hand suddenly felt much less significant, as she examined every inch of the stadium that she could. Her guards surrounded her in a tight formation. She had been nervous to enter Shuell, having heard all of the horror stories of life in the distant nation. Still, she insisted on going, and the greeting she had gotten thus far hadn't been too bad.<br />
<br />
A large elaborately decorated cauldron sits in the center of the Olympic stadium, elevated above the ground and surrounded by armed guards. The event had been received with enthusiasm by most Shuellians, seen as both a chance for the nation to increase its own prestige and establish goodwill with various foreign countries. Crowds of spectators had lined the streets leaning towards the stadium, although none were allowed inside - this honor would only be granted to high-ranking officials and the Directorate itself. The Shuellian national anthem blared loudly from the speakers as the woman approached the unlit cauldron, with cameras televising the ceremony all across the globe. <br />
<br />
Alaina took one last look at the intricate torch in her hand, examining the cold metal. <span style="font-style: italic;" class="mycode_i">Okay, I can't screw this up. One, Two...</span> She placed the torch on the rim of the cauldron, tilting it slightly. <br />
<br />
The cold metal torch suddenly caught the flame, glowing like a small star in Alaina's hand. She turned to face the few spectators allowed inside the stadium, raising the torch above her head. She, being a former Olympic Gymnast, was on the shorter side, but her grace and presence more than made up for it in the eyes of the spectators. The flame burned furiously, almost causing her to hesitate. <span style="font-style: italic;" class="mycode_i">Calm down, it's alright. Easy.</span><br />
<br />
The members of the Directorate, situated in an enclosure overlooking the affair, stood and politely clapped for the athlete. As the Shuellian national anthem transitioned into <span style="font-style: italic;" class="mycode_i">Rise for the Republic</span>, banners of the Eirian flag unfurled next to the Shuellian one - if slightly smaller in size. Cameras would zoom in on Alaina, displaying her face on large jumbotrons outside of the stadium. The guards, seemingly handpicked for their size, lined up in rows on either side of the woman, raising their rifles at an angle and forming a canopy of sorts for her to walk under. <br />
<br />
Alaina was slightly unnerved by the canopy of guns, but she walked forward undeterred, only slightly bringing the torch down as to keep it away from the firearms. She put all her concentration into not tripping, channeling her old gymnastic instincts to move with grace and precision. <br />
<br />
As she walked, she hummed along to the Eirian anthem blaring from the speakers, smiling slightly with pride. <span style="font-style: italic;" class="mycode_i">A Shuellian stadium blaring the Eirian anthem. That's something you don't see everyday.</span> She thought as she reached the end of the guard lines, making her way out of the stadium and onto the street, smiling at the spectators.<br />

Black and white confetti, like some strange mixture of ash and snow, rained down on the streets from the rooftops of office buildings. A row of barricades were set up along the road, with crowds of Shuellian citizens stationed behind them cheering on the runner. A fleet of policemen on motorcycles baring corporate advertisements flanked the woman on either side as they escorted her down the busy streets, with others visible among the crowds to ensure nothing went wrong. <br />
<br />
Carefully sweeping some confetti from her hair, Alaina made her way down the street, occasionally glancing at her Shuellian escorts. <span style="font-style: italic;" class="mycode_i">Police with advertisements. Huh.</span> She kept a steady pace, marching towards a bus with Eirian security guards positioned around it. <span style="font-style: italic;" class="mycode_i">Almost There.</span> She grabbed the railing of the bus, turning around to wave one last time to the crowd. Her security guards escorted her onto the bus, securing the flame that would travel continents to its new temporary home. <br />

However, instead of a 0.01-1.00 range, the Modifiers will be on a scale of +50 to -50. A positive score will help your athlete, while a negative one will hinder them. Also, repeating the average system from the last Olympiad, the average modifier of all athletes and teams must be 0. If the average is something like 0.1 or -0.1, It’ll be fine. I will ask that you get as close to 0 as possible, to help us make this competition as fair as we can. Please state your average at the top of your submission!</span></span></span><br />

However, instead of a 0.01-1.00 range, the Modifiers will be on a scale of +50 to -50. A positive score will help your athlete, while a negative one will hinder them. Also, repeating the average system from the last Olympiad, the average modifier of all athletes and teams must be 0. If the average is something like 0.1 or -0.1, It’ll be fine. I will ask that you get as close to 0 as possible, to help us make this competition as fair as we can. Please state your average at the top of your submission!</span></span></span><br />

With that in mind, I think a hearty congratulations to everyone who made the Olympiad possible is in order. I especially thank Shuell for all the hard work he put into simulating scores and writing up all of the results. All in all, I'd say the 2019(and 2020) IDU Olympics were a success. <br />

Although the Olympics were quite enjoyable, they were far from perfect. The simple truth is that we completely overwhelmed Shuell with the event list. We clearly included about 60% more events than we reasonably should have expected Shuell to be able to handle. As a result, we had some major problems. My objective is to address those problems in this thread. <br />

In addition to problems with the actual Olympiad, our Olympic Committee could probably benefit from some streamlining as well. Right now it seems to bureaucratic and dysfunctional. <br />

<span style="font-weight: bold;" class="mycode_b">Limitations</span><br />
<br />
<span style="font-style: italic;" class="mycode_i">Athletes</span><br />
There is no set limit to how many athletes you may enter in one specific event however it is encouraged that you not enter more than one athlete into an event with 3 or fewer participants (including your first athlete). Athlete's skill is, however, regulated.<br />
<br />
<span style="font-style: italic;" class="mycode_i">Skill</span> <br />
The software that will be used to simulate the events has a built in "skill" offset that can be set any where from 0.01 to 1.00. This offset will impact your players performance positively (above 0.50) or negatively (0.50 or bellow). "<br />
<br />
The neat thing is, you can pick each athlete's skill level. An athlete with 0.80 skill level would be at the top of his/her game. A .25 might be more of a rookie with a lot to learn. You can assign any player whatever skill rank you want however the average of all of your player's skills must be equal to .50 or less. <br />
<br />
Example:<br />
<br />
[Player/team Name] - [player event] - 0.25 skill<br />
[Player/team Name] - [player event] - 0.75 skill<br />
<br />
0.25+0.75=1 | 1/2=0.50<br />
<br />
For team events you will choose the team's skill as a whole, not individuals. <br />
<br />
The average is the sum of ALL players on your team, not just the ones from a specific event. This means that you can enter all terrible players into one events and all fantastic players into other events.<br />
<br />
The only rule is that the average must be less than or equal to 0.50<br />
<br />
Also, try to avoid going past the hundredth place in individual skill levels (the total average will most likely be past that so no worries with the grand total). This makes it easier on the people/person who ends up imputing this by hand and also makes doing the math way faster. <br />
