I must admit that I'm usually a bit worried about repeals, but in this particular case the proposed new idea seems very well thought out and presented.

I humbly request you approve my repeal of my last resolution ?National Systems of Tax?. I have come to understand that there are some objectionable clauses in there for many nations. I want to repeal the original and possibly replace it with a more acceptable proposal.

Well, I mainly want to avoid what Myopia points out about the resolution: that it stops the UN from addressing certain real international issues (such as tariffs, and possibly international trade). I think the replacement will involve a clause that says something similar to The UNSA, except relying on the phrase domestic activities (ie. "Nations have the right to control, implement, etc. on domestic activities and domestic products").
That way, I'm not precluding tax proposals from the future UN. I'm just mandating that they argue the tax's internationality on non-domestic scope in their proposal (just as UNSA requires that weapons bans identify a weapons type as 'unnecessary for defense'). Also, any replacement will remove all the soft, advice-driven clauses (the progressive taxation and bankruptcy encouragements). It might still include the urging to look soberly at one's tax system, but then again, it might not.
So, in a nutshell, it will allow for international taxes to be controlled by the UN, and provides a way for the UN to define almost any sort of taxation as an international tax. At least, that's my thinking right now.
