SHOCKED by the repeal of UN Resolution #38: The Rights of Labor Unions,

DETERMINED to provide protection for employers throughout the UN,

CONVINCED that this is best provided on a national level through the formation of Labour Unions,

ALSO CONVINCED that Labour Unions will improve the working conditions and with that production,

The NS UN

1. DECIDES that all nations must recognize the right to form Labour Unions for the purpose of collective representation of workers, and the right of those Labour Unions to establish and join federations and confederations of labor unions, both nationally and internationally,

2. ESTABLISHES the right of all employers in the UN to go on strike for the purpose of getting a fair wage and improvement of working conditions,

3. EXEMPTS from the aforementioned right:
a. Millitairy personnel in a nation at war;
b. Medical personnel, except when precautions are taken so vital treatment will continue;
c. Police and Fire personnal, except when precautions are taken so the general safety of the population is not endangered;

4. URGES all national governments to have regular talks with representatives from the Labour Unions to keep wages and working conditions at a fair level,

5. AFFIRMS the right of Unions and their national and international organizations to be free from interference by the public authorities when drawing up their constitutions and rules, electing their representatives, organizing their administration and activities, and formulating their programs,

6. FORBIDS discrimination based on Union-membership where employment is concerned: non-members and members should have equal opportunities to get a job based regardless of Union-membership,

7. DECLARES that Labour Unions have to respect national law like other organisations, and that national laws shall not be made to impair the guarantees provided for in this resolution.

employers? don't you mean employees? employers don't strike =)

police, medical services and fire might be shortened to public safety which might be defined as including police, corrections, emts, fire deparments, nurses.

Any restraint of strikes should not be assumed to be a ban on of lawful demonstration such as picketing.

I would disagree with exempting all gov't. workers. Only essential life/safety personnel should be exempt. Let's face it, if a clerk from the Dept. of Revenue went on strike, I don't think the world would face an imminent crisis. As such, those employees should have the right to organize.

Hmmm - Point 2 could be re-worded:

"Industrial Action" is a much less devisive phrase than the term "Strike" and may assist in getting support from people who are sitting on the fence. Also the term "Industrial Action" gives unions the freedom to action apart from "strikes" in order to get a fair wage, etc

Mind you, thats just a small suggestion - great proposal otherwise :worship:

What should be done is a quick check on existing labour laws to see if striking is essentially time without pay or if it is automatically reimbursed. I suspect that it all depends upon the collective barginning arrangements.

That is just your nation's opinion, and is one my government will backup.

However, it also is something that not all nations in the UN may find as agreeable to. If we can point to a few RL nations where labour is given the right to strike with pay, we'll have a very solid way to back up this opinion. If we can't find that example, no worries.

Right, but their main function is collective bargining. Organized work stoppages are just one of the tools they use. Modern day unions also make effective use of campaign contributions.

Another point to consider is that while essential public government services employees, are denied the right to strike, they are guaranteeed mandatory arbitration of disputes as an alternative with use of independent arbitrators.
