Capanetzin, the Huenyan ambassador to LIDUN, looked over the chamber with a determined expression on her face. "Good morning. As you may be aware, the Huenyan government has called for the Xiomeran Empire to be banned from international cultural and sporting events. Due to its continuing imperialism and unwillingness to accept the condemnation of the international community for its actions, we feel such a proposal is something that LIDUN should consider implementing."
The Huenyan ambassador pointedly refused to look at the Xiomeran delegation as she continued. "The Imperial regime has committed countless crimes that make it unworthy to stand aside other nations as if it has any legitimacy. They have practiced everything from political infiltration and manipulation to outright assault and land theft. They have spied upon and intimidated their own nationals overseas. They have kidnapped the citizens of other nations and subjected them to torture. They have assassinated Xiomeran dissidents on the soil of other nations. There are few nations that have not experienced some form of Imperial machinations. On every continent, the Imperial regime has gained footholds to practice further imperialism. No nation is safe from their actions. For all those reasons, the Imperial regime should, and indeed must be, shunned by free and democratic nations until they change their ways."
Capanetzin continued despite the death glares she was now receiving from the entire Xiomeran delegation. "While the XCP regime has proven resistant to any pressure applied thus far, we must continue to do whatever we can to force Xiomera into compliance with international law and the agreements they have previously made. For that reason, we request that our friends in this honorable assembly consider our request."

The delegate from High Fells, Yu Kyoung-tae, adjusted his glasses as he rose to speak.
"Many thanks to the delegate of Huenya on her proposal to this body," the elderly man rumbled. "The present Xiomeran government has indeed brought upon itself the condemnation of the international community for its belligerent actions in its conflict with the Huenyan government. The tensions arising along the border between Huenya and annexed Xiomeran territory are indeed to be deplored as a threat to stability and peace in the region, and the High Fellsian delegation would like to reiterate its call for the warring parties to work to reduce cross-border tensions.
"With regards to the proposal tabled by the Huenyan delegate, this delegation holds concerns. Firstly, is Xiomera being singled out for exclusion at the expense of other states with similar instances of poor behavior? When will this same standard be applied to other states disrupting the international order? Kerlile, for instance, has a similar history of transnational interference and repression, as seen during the Matriarchy's invasion of Lauchenoiria in 2018 and the revelation of its disruptive Aurora Program which greatly violated the sovereignty of other members of the international community. Is Kerlile to face similar sanction? Similarly, the Lehvantine government has not adequately answered for its athletes' doping scandal at the 2023 Olympics, which led to the revocation of one of its athletes' gold medals, and state involvement in this conspiracy remains entirely possible. Are these states not equally viable targets for this sanctioning?
"And finally, it is concerning that this proposal seeks to exclude Xiomeran athletes and artists from participating in cultural and sporting events meant to serve as a bridge between nations. At a time of great international tensions, it is this delegation's opinion that the role of institutions such as the Olympiad or the International Film Festival are to deepen the bonds which tie together nations beyond politics. Is the exclusion of Xiomera from these events not contrary to the central purpose of such international competitions? I urge the delegates of this Council to consider such points."

Mathias Steyer, former Minister of Culture and the current Eirian delegate to the Social, Cultural, and Scientific Council, signalled to the chair that he wished to speak.
"First, I will extend my thanks to the Huenyan and Fellsian delegates for their discussion on this matter. Now, if I may extend my opinion on the matter to this honorable assembly..."
"I believe that the Huenyan delegation's proposal, while an extreme measure, is both valid and necessary. It does raise certain questions for the precedent that it will set, but when a state becomes as hostile to international goodwill as the Xiomeran regime has, answering such questions is far better than permitting a nation to callously disrupt the world order."
Steyer adjusted his blue and green tie. "To address the concerns voiced by the honorable delegate from High Fells, I believe that the current behavior of the Xiomeran regime is not comparable to those listed situations. I do not intend to diminish the recent behavior of the Matriarchy of Kerlile, but given that neither the invasion of Lauchenoiria nor the Aurora Programme are ongoing events, I do not see how this body nor the world would benefit from levying punishments on their state now."
"As for the doping violations committed by certain Lehvantine athletes, I would encourage this body to launch a full investigation, ideally with the cooperation of the government of Lehvant. However, we would be severely misguided if we allowed that investigation to blind us to the hostile actions of the Xiomeran regime." The Eirian glanced around, examining the faces of his fellow delegates. "I would go so far to say that Xiomera must be excluded from international sporting events for the safety of all athletes and officials involved. The world has seen that Xiomera is not afraid to kill its own athletes for simply raising concerns about their governors. How can athletes and viewers alike come together to celebrate diversity when one delegation is willing to kill its own citizens for the sake of the appearance of homogeneity?"
"I wish that such measures were not necessary, but as it stands, they are. Whether or not the Xiomeran state must be barred from participating in all international events, I leave up to further debate. However, given the history of Xiomeran assassination and the regime's flagrant disregard for both peace and the very agreements that they have signed, I must insist that the current regime in power in Xiomera gain a formal censure from this body and be barred from international sporting events until Xiomeran leaders show us that they are worthy of our trust again."
