[Draft] Music Education, Examination, and Assessment Board - Novella Islands - 01-19-2022

To remedy the sore lack of “Artistic” AoEs in Education and Creativity, I humbly present to the GA for drafting critique the:

Category: Education and Creativity
Area of Effect: Artistic

The General Assembly,

Recognising that the pursuit of creation and enjoyment of music must be approached as an intersection of artistic, cultural, and academic expression;

Applauding the foundation that GAR#86 Museums of Musical Heritage provides for the protection and promotion of the musical arts, however;

Dismayed at the glaring lack of protections and promotions for the arts, in particular the musical arts, and especially with respect to the intellectual and academic approaches to musical expression;

Confident that professional musical assessment and examination after thorough education is the most effective way through which to ensure both high quality musicians and musical culture is developed;

Appreciating that the challenge of the constantly evolving nature of music, accounting for popular culture shifts over time, requires consistent monitoring and progressive development of pedagogical standard;

and Affirming that those who wish to practice, perform, and contribute in a non-professional and non-assessed manner should be able to do so without hinderance or prejudice, whilst retaining the right to equally benefit from the development of their peers who are so trained;

Hereby

Establishes the Music Education, Examination, and Assessment Board (MEEAB), to:
1. Promote the musical arts as both a legitimate and exemplary method through which cultural expression may manifest;
2. Ensure rigorous pedagogical standards are met, in accordance with the evolving needs and desires of the general population-at-large, through overseeing national music assessment and teaching curricula;
3. Provide both a broad and deep knowledge base of peers, connecting skilled musicians in various genres to those who require their expertise;
4. Act as not a gatekeeper, but as a advocate of professional and academic excellence in musical expression;

Encourages musicians and academics alike to engage with MEEAB in furthering the musical profession as a whole, across nations;

Strongly Recommends World Assembly national governments establish parallel national organisations to the MEEAB, placing musical education and examination as a national priority.

Draft 2, with the appreciation that Draft 1 was illegal per "only establishing a body".

Quote:The General Assembly,

Recognising that the pursuit of creation and enjoyment of music must be approached as an intersection of artistic, cultural, and academic expression;

Delighted that music as an artform can cross time, space, and cultures, in order to bring sovereign nations and peoples closer to one another;

Applauding the foundation that GAR#86 Museums of Musical Heritage provides for the protection and promotion of the musical arts, however;

Dismayed at the glaring lack of protections and promotions for the arts, in particular the musical arts, and especially with respect to the intellectual and academic approaches to musical expression;

Hereby

Establishes the Music Education, Examination, and Assessment Board (MEEAB), to:
1. Advocate for the musical arts as both a legitimate and exemplary method through which cultural expression may manifest;
2. Protect and promote the unique differences of musical expression across various diverse communities, particularly those practiced by minority populations and other marginalised groups;
3. Ensure rigorous pedagogical standards are met, in accordance with the evolving needs and desires of the general population-at-large, through overseeing national music assessment and teaching curricula;
4. Provide both a broad and deep knowledge base of peers, connecting skilled musicians across various nations, cultures, and genres of music, to those who require their expertise;
5. Act as not a gatekeeper, but as a advocate of professional and academic excellence in musical expression;

Encourages musicians and academics alike to engage with the MEEAB in furthering the musical profession as a whole, across nations;

Requires World Assembly national governments coordinate with the MEEAB to ensure a culturally appropriate curriculum for both professional and academic education in the musical arts, taking into account the myriad of avenues and forms of expression demonstrated in differing cultures;

Further Requires that World Assembly national governments take measures recommended by the MEEAB to protect and promote musical expression, particularly with respect to forms of which are practiced by minority populations and other marginalised groups;

Strongly Recommends World Assembly national governments establish parallel national organisations to the MEEAB, to assist in these burdens in placing musical education and examination as national priorities.

Draft 3, increasing specificity:

Quote:The General Assembly,

Recognising that the pursuit of creation and enjoyment of music must be approached as an intersection of artistic, cultural, and academic expression;

Delighted that music as an artform can cross time, space, and cultures, in order to bring sovereign nations and peoples closer to one another;

Applauding the foundation that GAR#86 Museums of Musical Heritage provides for the protection and promotion of the musical arts, however;

Dismayed at the glaring lack of protections and promotions for the arts, in particular the musical arts, and especially with respect to the intellectual and academic approaches to musical expression;

Confident that professional musical assessment and examination after thorough education is the most effective way through which to ensure both high quality musicians and musical culture is developed;

Appreciating that the challenge of the constantly evolving nature of music, accounting for popular culture shifts over time, requires consistent monitoring and progressive development of pedagogical standards;

and Affirming that those who wish to practice, perform, and contribute in a non-professional and non-assessed manner should be able to do so without hinderance or prejudice, whilst retaining the right to equally benefit from the development of their peers who are so trained;

Hereby

Establishes the Music Education, Examination, and Assessment Board (MEEAB), to:
1. Advocate for the musical arts as both a legitimate and exemplary form through which cultural expression may manifest;
2. Protect and promote the unique differences of musical expression across various diverse communities, particularly those practiced by minority populations and other marginalised groups;
3. Ensure rigorous pedagogical standards of musical education are met, in accordance with the evolving needs and desires of the general population-at-large, through overseeing national music assessment and teaching curricula;
4. Provide both a broad and deep knowledge base of peers, connecting skilled musicians across various nations, cultures, and genres of music, to those who require their expertise;
5. Act as not a gatekeeper, but as an advocate of professional and academic excellence in musical expression;

Recognises the right of individuals to voluntarily undertake musical expression without formal training or examination, while still benefiting from the advances in music theory championed by the MEEAB;

Encourages musicians and academics alike to engage with the MEEAB in furthering the musical profession as a whole, across nations, by:
1. Subsidising musical training at the tertiary education level, where possible, to ensure that equal access is available for all individuals who wish to study musical expression in an academic environment;
2. Promoting public awareness that a post-secondary education in the arts, and in particular the musical arts, is both a valid and necessary contribution to society;
3. Notwithstanding any element of labour law that has been the subject of previous resolution, ensuring both that suitable avenues for employment are available for musicians, and that they are fairly compensated for their work;

Requires World Assembly national governments coordinate with the MEEAB to ensure a culturally appropriate curriculum for both professional and academic education in the musical arts, taking into account the forms of expression demonstrated in differing cultures, particularly those created by minority populations and other marginalised groups. The MEAAB shall set minimum repertoire requirements for individuals studying music at the tertiary education level:
1. At least 50% of which include compositions that are deemed of considerable domestic significance;
2. At least 25% of which include compositions that are deemed of considerable international significance;
3. At least 10% of which include compositions that are deemed of considerable significance to minority or marginalised communities;

Further Requires World Assembly national governments take measures recommended by the MEEAB to protect and promote musical expression, including through routine examination. Categories which may be assessed under the common framework set by the MEEAB shall include:
1. An individual’s knowledge and skill at practical performance with their nominated instrument, assessed based off of the mandated repertoire;
2. Their application of the theory of music;
3. Their compositional and improvisational skills;
4. Their sight reading and aural skills;

Strongly Recommends World Assembly national governments establish parallel national organisations to the MEEAB, to assist in these burdens in placing musical education and examination as national priorities.
