It is the intent of the Scionite state, nation, and people to act in a manner that may most effectively maintain a consistent atmosphere of peace, prosperity, and goodwill. It is therefore the intention of the United Monarchical Republic to cultivate harmonious and amicable relations with its fellow polities in the interest of mutual security and prosperity. Such a concept is especially salient when the involved parties occupy territories within reasonable proximity to one another. It is for the aforementioned reasons that the United Monarchical Republic extends its sincerest gesture of friendship towards the Divine Republic of Sanctaria in hopes that it may hereafter invest in mutual security and reciprocated free trade between itself and the United Monarchical Republic. The relevant parties have hitherto enjoyed entirely peaceable relations, and it is with that in mind that the United Monarchical Republic does declares its desire to establish formal diplomatic relations, in the form of a bilateral defensive pact and free trade agreement, to henceforth preserve the feelings of amity and friendship with the Divine Republic of Sanctaria.

It has long been the aim of the Divine Republic to ensure that the region of the International Democratic Union remains harmonious, stable, propitious, and a model of intra-regional co-operation. Conscious of our position and influence within the region, we believe it to be imperative that we engage in meaningful and constructive dialogue with our neighbours in the hopes of establishing enduring relationships that strengthen and maintain the current state of peace and prosperity.
The Divine Republic has long enjoyed a robust and beneficial connection with the United Monarchical Republic, and we are greatly appreciative of their continued support for, and participation in, the Council of IDU States, of which both our nations are founding members. This abiding willingness to collaborate with fellow regional players is indicative of the complaisant and amiable manner under which the nation operates. It is therefore unsurprising that it is the firmly held belief of the Government of Sanctaria that a continued and enhanced partnership between our two nations would be mutually advantageous.
On behalf of my government, it is my pleasure to acknowledge receipt of your Declaration of Intent and to confirm that the Divine Republic is in a position to attend to diplomatic negotiations on the furtherance of relations between our two great nations. Discussions on how to further bridge divides that may exist between Sanctaria and Sciongrad is something that I personally look forward to.

Secretary Pontif,
The United Monarchical Republic, on behalf of the people of Sciongrad, would like to state its delight at the commendable response of the Divine Republic. It is a priority of the United Monarchical Republic to establish meaningful and amiable relationships with its neighbors, and considers intra-regional cooperation a guiding tenet of its foreign policy; it is unsurprising to the United Monarchical Republic that Sanctaria also values such concepts. And while Sciongrad views mediums such as the Council of IDU States as integral to the growth and stability of the region, inter-state relations, such as that proposed through the current discussion, are believed to have equal importance.
Conscious of the aforementioned, the United Monarchical Republic would like to extend its invitation to a Sanctarian delegation for the purpose of attending diplomatic negotiations and discussing means through which Sciongrad and Sanctaria may improve their individual standings through mutual support. The United Monarchical Republic is confident that a worthwhile conclusion may be achieved through the proposed bilateral discussions, and eagerly awaits a delegation to discuss the matter more thoroughly.

On behalf of the Government of Sanctaria, I would like to warmly and graciously accept your most kind invitation to attend bilateral talks with the aim of establishing a stronger and more amiable relationship between the Divine Republic and the United Monarchical Republic.
Diplomatic discussions are an integral part of maintaining important alliances, and we are confident that this encounter should prove to be no different. As your nation has kindly agreed to host negotiations, we are confident that the meeting shall be arranged in a most capable and expedient manner. I anticipate dates and agendas to be finalised at aide or sub-cabinet levels, or equivalent.
The Divine Republic will enter these discussions with high expectations; it is important that both our nations be seen as regional leaders in order to continue a sense of stability and peace within the IDU. I am most confident that we may also be mutual beneficial economically and I expect further meetings will take place on that very topic.
I look forward to these negotiations which, I'm sure, will herald a new, stronger, Sanctarian-Scionite alliance.
